Apartments on State Street moving ahead

The original story: Koz Development is planning its second project in Salem, a four-story building with 194 apartments at 1411 State St., the former site of a surgical center. The building will be mostly studios and geared toward single people and professionals who may want short-term leases, like college students, traveling health care workers and people visiting Salem for the legislative session.
