YOUR GOVERNMENT: Marion County commissioners consider addiction treatment funds

The Marion County Board of Commissioners meets Wednesday to consider providing state funding to two local organizations for addiction treatment.

Commissioners will consider a $250,000 contract with homeless service provider Church at the Park to provide substance use disorder services using state funding the county received after Oregonians passed Measure 110 in fall 2020, intended to take drug users out of jails and put them into clinics.

They will also consider using the same state funding for a $235,000 contract with Catholic Community Services Foundation, also for substance use disorder services.

Commissioners will consider a $1.86 million contract with Roy Houck Construction, LLC for road and pedestrian improvements on Northeast Lancaster Drive in Salem, from Center Street to Monroe Avenue. The work would replace existing asphalt sidewalks and driveways to comply with the Americans with Disabilities Act, provide asphalt surfacing on the street and improve driver access to businesses.

The board will consider adding $191,000 to a contract with Partnerships in Community Living, Inc. to provide foster care services for one client with developmental disabilities.

They will also consider adding $673,000 to a contract with EnSoftek, Inc. for the county’s Electronic Health Records Management system, bringing the contract total to $5.1 million.

Commissioners will also consider a $294,506 contract with Oregon Emergency Management to help with labor costs of the county’s emergency management program, which is staffed by five people, for the 2022-23 fiscal year. The state agency would split the funding with the county, which has received such a grant “for many years,” according to the agenda item.

The board will consider adopting a parks-naming procedure defining criteria under which the Marion County Parks Commission will recommend names for parks, park amenities and other recognition.

They will consider accepting a $639,000 grant from the Oregon Watershed Enhancement Board restoring trees and vegetation in the Santiam Canyon that were destroyed by wildfire in 2020. The work would re-vegetate the environment for public use, control noxious weeds that are spreading after the fire, and restore habitat for fish and wildlife, according to the agenda item.  

Commissioners will also consider adding about $286,000 to a contract with the city of Jefferson to add one Marion County Sheriff’s Office deputy and vehicle for patrol services, bringing the contract total to $682,000.
