Lindsey Graham, the owner of Salem’s Glamour Salon, opened her doors to customers on Tuesday. But the opening wasn’t part of plans to gradually reopen businesses across the state, many of which have been shut or restricted because of the COVID-19 outbreak. Instead, Graham opened her business in defiance of a state order from March that closed salons, barbershops and other businesses that require close contact.
Graham didn’t respond to phone calls and messages from the Salem Reporter. But earlier she told Portland’s KGW that she missed her customers and was feeling financially squeezed.
“We’re not sure where next month’s funds will come from,” she told the station.
Gov. Kate Brown is planning a phased-in approach to reopening businesses. She’s lifted orders banning non-urgent medical procedures and some state parks are open. But she’s not moving as fast as governors in other states, such as Texas or Georgia. On Saturday, protestors gathered in Salem calling on her to reopen Oregon’s economy.
The Oregon Occupational Safety and Health Administration has been enforcing state orders intended to prevent the spread of COVID-19.
Aaron Corvin, a spokesman for Oregon OSHA, said in an email that he couldn’t discuss ongoing or planned activities regarding any particular business.
He said that penalties for violating the rules vary. A serious violation that is not a willful or repeated violation carries a minimum penalty of $100 and a maximum of $12,675. A willful violation carries a minimum penalty of $8,900 and a maximum of $126,749. – Jake Thomas
