Police identify suspect, person killed in east Salem shooting Monday

Salem police arrested a Eugene man on suspicion of murder after a Black Salem man was shot and killed in east Salem Monday afternoon.

Police arrested Manuel Elisha North, 46, in connection with the shooting death of 48-year-old Herman Leslie Graham III on Northeast Pipebend Place.  

North is being held in the Marion County Jail. He has been charged with second-degree murder, first-degree bias crime and unlawful use of a weapon, according to a police department news release.

The release didn’t provide detail as to why North was charged with a bias crime.

The state coroner’s report indicated Graham died by gunshot wound.

North convicted of fleeing from a police officer and two counts of recklessly endangering another person in 2009.

Graham pleaded not guilty to forgery and methamphetamine possession in July. He was scheduled to change his plea on Oct. 29.
