Good evening, Salem.

Investors are moving forward on a big downtown Salem project and putting the brakes on another.

Construction recently kicked off on the Citizen Apartments, which will sit on the former Salem City Hall site that’s been a vacant lot for years.

But hopes of a revitalized JC Penney building will have to wait. A local investor group led by Nat Borchers, owner of the 45th Parallel Building, decided not to buy the building after announcing the deal over the summer.

The decision doesn’t reflect a lack of faith in Salem or downtown, Borchers told Salem Reporter. The building’s guts simply needed more work than investors could justify spending.
