Construction kicks off for new downtown Salem apartment complex

Construction has begun on a 105-unit, six-story apartment complex at the site of the former Salem City Hall downtown.

Deacon Development, a Portland-based real estate firm, broke ground Oct. 23 on the site of the soon-to-be Citizen Apartments at 277 High St N.E. in a Thursday ceremony attended by Mayor Julie Hoy, city counselors, architects and developers. Hoy and others tossed the first scoops of dirt using golden shovels to mark the occasion.
