One Oregon activist uses decades-old liberal policy to stall green energy projects in rural areas

Oregon and Washington trailed most states in adding renewable energy during the past decade, despite pledges to eliminate fossil fuels from power generation. Bonneville Power Administration approval is often holding up projects.
