Good morning, Salem.

Salem city councilors will vote tonight on declaring a state of emergency over the increase in immigration enforcement and arrests in Salem.

City officials are limited in what they can do in response to federal government actions, as several reports to councilors make clear. The Salem Police Department, for instance, can’t enforce traffic laws or other local laws against immigration officials, according to a memo from City Attorney Dan Atchison. That’s because federal agents are generally immune from local prosecution while acting in an official capacity.

But the declaration does authorize training for city employees on how to respond of immigration agents show up at city facilities, and lets the city coordinate with community groups to respond to immigration arrests.

Here’s what to know if you’d like to watch or comment on the meeting.

Time and location: 6 p.m. Monday, Dec. 1, at the Loucks Auditorium at Salem Public Library, 585 Liberty St. S.E.

Watch: The meeting will be livestreamed on YouTube in English and Spanish.

Comment: Sign up at the meeting to comment in person. To comment remotely, sign up on the city website between 8 a.m. and 3 p.m. on Monday. For written comments, email [email protected] before 5 p.m. on Monday, or submit on paper to the Customer Service Center at 440 Church Street, Suite 500. Include a statement indicating the comment is for the public record.
