After weeks of legal wrangling, the National Guard may head to Portland after all.

A split 2-1 ruling from the 9th Circuit Court of Appeals cleared the way for Oregon troops to remain under federal control – including some from Salem. For now, there’s still a federal order in place preventing deployment, but more legal actions are expected in the next few days.
