Good evening, Salem.
Three more Salem city councilors have resolved their cases with the state ethics commission Friday, conceding they broke the law when they spoke to Mayor Julie Hoy leading up to the former city manager’s resignation in February.
Councilors Deanna Gwyn, Paul Tigan and Micki Varney signed stipulated final orders with the Oregon Government Ethics Commission in December. The commission approved those orders during its meeting on Jan. 9.
Prior to the new year Councilor Vanessa Nordyke, and Council President Linda Nishioka also resolved their cases with the commission.
The involved councilors admitted that they participated in an illegal meeting by discussing the city manager’s performance out of public view in a series of phone calls with Hoy.
The councilors each receive a letter of education from the commission.That leaves Hoy as the only one left who has yet to resolve her case. She maintains she did nothing wrong when she called each city councilor regarding the former city manager.
Commission officials told Salem Reporter in an email Friday that “a default final order may be brought to the commission for approval at their next meeting on February 6, 2026.” That would result in the commission automatically issuing Hoy a letter of education.
