New city rules could soon take effect that are intended to reduce the impacts of large parking lots on greenhouse gas emissions.

The Salem Planning Commission will hold a public hearing on the proposed city code changes Tuesday at 5:30 p.m.at the Salem Civic Center, 555 Liberty Street S.E.

The commission will consider allowing public agencies to convert existing parking lots to park and rides, and more widely allowing single-room rentals.

They will also consider requiring new parking lots over one-half acre in size to help limit climate impacts by providing additional tree canopy cover, generating solar power or “contributing to an equitable renewable energy fund,” according to a city staff report.

The city’s proposal is intended to comply with new state rules set by former Gov. Kate Brown to mitigate emissions, as well as recently approved legislation more broadly allowing single-room occupancy, the report said.
