Good evening, Salem.

For several decades, the federal government has taken a consistent approach to homelessness. Federal money has largely focused on programs that get people off the streets before addressing other issues like addiction or mental health.

That’s now changing. The Trump administration, in a new set of guidelines, wants to prioritize programs that are short-term, require treatment first, and will send more money to places that sweep homeless camps.

There will likely be financial consequences for some long-established Salem providers, many of whom receive a mix of federal and state money for their services. Reporter Abbey McDonald explains what’s new and why many people with experience in the field say the approach won’t work.

That comes as the issue is capturing local attention, including Mayor Julie Hoy’s efforts to repeal a state law regulating encampment sweeps.
