Good evening, Salem.
As local reporters, one of our primary duties is holding local government officials accountable to the people who elect them.
Reporter Joe Siess’ took a deeper dive into a state ethics report to do just that.
The report sheds light on a tumultuous shakeup in city leadership early this year, when City Manager Keith Stahley tendered his resignation abruptly. City leaders followed the announcement with days of conflicting statements as they attempted to sort out their stories.
We pursued the story with public records requests at the time and attempted to sort out fact from fiction as most of City Hall clammed up.
An investigator for the commission concluded that Mayor Julie Hoy told Council President Linda Nishioka that a majority of city councilors wanted Stahley to resign. But that wasn’t true, the report shows. In fact, no city councilor indicated to Hoy in the days leading up to Stahley’s departure that they wanted the manager out.
