Property owner fined $138,000 for cutting Oregon white oaks without permit

A property owner, manager and a local tree service have been fined for cutting down trees on a south Salem property in December.

The fines total $138,187 for removing more than 100 trees at 2792 Marietta St. S.E., 48 of which were protected Oregon white oaks, the city said in a news release Friday morning.

The city requires property owners apply for a permit to remove protected trees.

The property is owned by Kathy and Kenneth Clark, and Carol Plain, who live in Bellevue, Washington, according to Marion County property records.

The city of Salem said Salem Reporter must submit a records request for the name of the property manager and tree cutting service that were fined.

The property owners will be required to plant new trees that are equal in value to the trees removed, the release said.

The city began investigating the cutting after concerned citizens reported a field of felled trees in early December.
