Notice of 15-Day Public Comment Period, Public Hearing and
2024 Consolidated Annual Performance and Evaluation Report (CAPER)
The City of Salem Community Planning and Development Department is making the 2024 CAPER available for public review and comment for 15 days beginning on September 8, 2025 and ending on September 23, 2025.
Information about the CAPER:
The City of Salem annually receives two grants from the U.S. Department of Housing and Urban Development (HUD):
• Community Development Block Grant (CDBG)
• Home Investment Partnership (HOME)
The CAPER describes how the grant funds were expended from July 1, 2024 to June 30, 2025 to carry out the housing, homeless and community development objectives, strategies and activities outlined in the City’s 2020 Annual Action Plan and substantial amendments.
Review and Public Comment Period:
The CAPER is available online at https://www.cityofsalem.net/federalprograms. Public input is encouraged. Residents may send comments to Michael Brown, Community Planning and Development, no later than 5 p.m., September 23, 2021.
Public Hearing
The Salem City Council will hold a public hearing at 6 p.m., Monday, September 22, 2025. People who wish to comment in-person at this meeting can sign up on the rosters in the entryway before the meeting starts. To provide public testimony at the hearing remotely, pre-register between 8 a.m. and 3 p.m. on September 22 by visiting: www.cityofsalem.net/government/city-council-mayor/about-city-council/comment and participate-in-a-city-council-meeting. Written comments may be submitted to the Salem City Recorder at the Customer Service Center at the Parkway Building, 440 Church Street, 5th Floor, Salem, OR 97301, or by email to [email protected]. All written comments must be received no later than 5 p.m., September 22, 2025.
