State worker indicted, accused of raping disabled Oregon resident living in state care

A Marion County grand jury on Monday indicted a state Department of Human Services employee on charges that he kidnapped and raped a resident of a unit that serves people with developmental disabilities.

Zakary E. Glover, 28, of Salem, was indicted on charges of first-degree rape, first-degree sexual abuse, second-degree kidnapping and first-degree official misconduct, according to the indictment.

Tom Mayhall Rastrelli, DHS spokesman, said in an email that leaders at the Stabilization and Crisis Unit, a unit of the DHS Office of Developmental Disabilities based in Salem, learned on Nov. 12 about “an incident of alleged sexual assault” by Glover, an employee of the unit. The assault was reported to have occurred against a resident on Nov. 2.

Mayhall Rastrelli said unit officials immediately reported the incident to the agency’s Office of Training, Investigations and Safety and Oregon State Police.

The indictment said Glover took the victim “from one place to another, with the intent to interfere substantially” with the victim’s freedom.

It also said that Glover’s acts “constituted an unauthorized exercise of his official duties” but didn’t define those duties.

The indictment didn’t identify where the assault occurred, and Mayhall Rastrelli didn’t address questions about that.

The Stabilization and Crisis Unit serves people with intellectual and developmental disabilities. It operates group homes along the Interstate 5 corridor from Portland to Eugene and serves around 100 people, according to its website, including an unknown number in the Salem area.

Glover remained in the Marion County Jail on Thursday, pending an arraignment scheduled for Friday at 8:30 a.m.

He has been placed on administrative leave by DHS, where he has worked nearly four years, according to Mayhall Rastrelli.
