In an industrial area in northeast Salem, workers were busy turning slices of beef, chili powder, onions and other vegetables into soup. Operating out of Salem for years, Chang Tuh (which means "farmers market" in Korean) has been making pre-cooked meals like spicy beef and vegetable soup, bulgogi and other pre-cooked meals sold in Asian specialty markets. Chang Tuh is moving forward with a $17 million expansion that it hopes will get its products in front of more consumers
