Salem man arrested for manslaughter, DUI, accused of killing a pedestrian

A 23-year-old Salem man is charged with manslaughter and driving under the influence in connection with the death of a pedestrian in northeast Salem Saturday.

Javier Luevano-Plascencia told police he was trying to pass a car on Northeast Hawthorne Avenue, a two-lane road separated by a double yellow line, near Northeast Center Street when he hit Jaime Le Ann Hall, 42, around 1:50 a.m., according to a probable cause affidavit.

After Salem police arrived on scene, Luevano-Plascencia said, “It’s my fault,” according to court document.

Hall, who was crossing the road on a skateboard, died at the scene, police said. Court records show she lived in the area.

Police accused Luevano-Plascencia of being under the influence of a sedative. The arresting officer noted that Luevano-Plascencia’s movements were lethargic and he needed help getting up from the curb.
