Salem explores business license program, couple goes all-in on Halloween decor

It's October in Oregon, which means rainy days are ahead.
Local trick-or-treaters might want to wear rain boots. According to the National Weather Service's Portland office, Salem could see between a quarter and half inch of rain during the day on Halloween, with more rain - and a possible thunderstorm - at night.

Finally, remember to keep an eye out for children and their entourages on local streets Thursday. Halloween remains the deadliest day of the year for child pedestrians.
