Good evening, Salem.

Mayor Julie Hoy said Salem is in strong shape, despite the city's substantial budget deficit, citing progress on economic development and the hard work of people across Salem.

In her first State of the City address delivered Wednesday, she struck an optimistic tone while detailing the challenges that lie ahead, and threw her full support behind a proposed property tax increase that voters will decide in May.
