Council president asked Salem's city manager to resign

Some clarity emerged today on the circumstances surrounding City Manager Keith Stahley's abrupt resignation.
According to his Sunday resignation letter, he left his job at the request of City Council President Linda Nishioka, who he said represented that she had the backing of a majority of the city council.
Nishioka, Mayor Julie Hoy and other city leaders remained largely mum Tuesday about the backdoor discussions that preceded the ouster, which comes at a crucial time for Salem as the city confronts a substantial budget deficit and is seeking voter approval for a tax levy.
