Good morning, Salem.

Salem's city manager is too bogged down in details and doesn't always communicate priorities or decisions well to his employees, according to a new report.

Those are among the findings of an outside performance audit of the city of Salem's leadership, including City Manager Keith Stahley.

The city released a draft of report this week in response to a public records request from Salem Reporter.
