Salem business owner accused of exposing himself to woman, shooting at her fleeing vehicle

A 53-year-old Salem man who owns a boat cover business is accused of shooting multiple rifle rounds at a woman’s vehicle after exposing himself to her and her family.
Police responded to a report of gunshots at around 12:03 a.m. Wednesday on Northeast Silverton Road near Northeast Hawthorne Avenue, the Salem Police Department said in a press release Wednesday afternoon.
Witnesses said a man exposed himself to a woman and her family as they sat in their vehicle in a parking lot.
The man then began to bang on the windows before going to his shop nearby, getting a rifle, and then firing multiple rounds at the victim’s vehicle as it fled.
When the woman called 911 to report the incident, she told the dispatcher she was being chased by a truck, the release said.
Police responded and arrested a man identified as Jeffrey Holland on accusations of unlawful use of a weapon, menacing, reckless endangering, public indecency and interfering with a peace officer.
Holland did not appear on the Marion County Jail inmate roster on Wednesday afternoon. Court records showed formal charges have not been filed in Marion County Circuit Court.
Oregon Secretary of State business registry data showed Holland is the owner of Boat Tops and More Inc., at 3399 Hawthorne Ave. N.E. The business was dissolved in 2024, according to state records, though online listings say the business is open.
Police found multiple rifle casings, and recovered two rifles from Holland’s shop during a search, the release said. The investigation is ongoing.
